RHC Advocacy
The Kentucky Primary Care Association (KPCA) partners with the National Association of Rural Health Clinics (NARHC) to advance advocacy efforts that strengthen rural healthcare across Kentucky. Together, we work to improve access, support policy improvements, and raise awareness of the unique challenges facing Rural Health Clinics (RHCs).
Through this partnership, KPCA and NARHC promote policies that protect rural access to care, modernize regulations, and support sustainability for RHCs serving underserved communities.
Key NARHC Policy Priorities

Rural Health Clinic Burden Reduction Act
Modernizes supervision requirements, expands staffing flexibility, improves access to lab services, removes behavioral health restrictions, and updates location eligibility rules. -
Telehealth Payment Parity
Supports permanent Medicare telehealth coverage and equal reimbursement for RHCs. -
Good Faith Estimate
Advocates for compliance approaches that improve transparency without adding administrative burden. -
Medicare Advantage Reimbursement
Addresses disparities in RHC payment compared to traditional Medicare. -
Value-Based Care for RHCs
Supports development of a quality program designed specifically for RHCs. -
Rural Health Legislation
Continues monitoring and support of bipartisan rural health bills including workforce, access, and innovation initiatives.
