Federal law requires that Medicaid PPS rates be increased annually by the Medicare Economic Index (MEI) and adjusted for any change in the scope of services provided. According to 907 KAR 1:055 Section 1(7), a Change in Scope of Service is defined as a change in the type, duration, intensity, or amount of service.
